How to Apply for MCP in Newfoundland and Labrador
The Newfoundland and Labrador Medical Care Plan (MCP) is a publicly administered health insurance plan that covers insured physician services for eligible residents. Beneficiaries are also covered for insured hospital services under the Hospital Insurance Plan (HIP). MCP and HIP operate under the Medical Care and Hospital Insurance Act and comply with the Canada Health Act.

Eligibility
All residents of the province must register to become MCP beneficiaries. Eligibility criteria include lawful entitlement to remain in Canada, making a home in the province, and being ordinarily present. Tourists, transients, and visitors are not eligible.
Ineligible categories include residents of other provinces staying less than one year, post-secondary students from other provinces, persons without valid IRCC permits, refugee claimants, international workers/students not meeting MCP criteria, tourists, military personnel (except dependants), and federal inmates (except dependants).
Required Documents
Applicants must provide clear, valid, and unexpired documents proving residency and identity. Examples include employment letter, lease, mortgage, CRA documents, passport with NL address, and utility bills.

- Canadian Citizens: Birth certificate, unexpired Canadian passport, or citizenship certificate.
- Relocating from another province: Previous health card or number.
- Returning after long absence: Proof of citizenship/PR status.
- Non-Canadian dependants: Unexpired foreign passport and IRCC documents.
Application Steps
- Download and complete the application form.
- Attach clear copies of all required documents.
- Submit by mail, fax, email, or drop-off at an MCP office.
Processing Time and Validity
- Properly completed applications typically processed within two weeks.
- MCP card is mailed with HIN and expiry date.
- Coverage valid up to five years, depending on category.
- Renewal is free; must be done before expiry.
Important Notes
- No fees for MCP registration, but MCP does not cover immigration medical exam fees.
- Failure to present MCP card may result in direct billing or denial of service.
- Coverage terminates if not renewed by expiry date.
- Coverage may be terminated if eligibility criteria are no longer met.
