Edmonton Leisure Access Program: Free Swimming and Fitness for Low-Income Families?
The Leisure Access Program is offered by the City of Edmonton to provide eligible low-income residents with free or discounted access to city recreation facilities and attractions. Applicants are automatically considered for the Ride Transit Program.
Program Types
There are two options: the Annual Program and the Monthly Pass Program.
Annual Program
- Terms: 1, 2, or 5 years, depending on documentation.
- First card free; replacement costs $5.
- Includes unlimited free admission to participating facilities, 75% discount on registered programs for adults/seniors (3 per year) and children (4 per year), drop-in child minding, 1 bucket of golf balls per day at Victoria Driving Range, one free Youth in Action course, and drop-in Shinny and Member Skate.
- Not included: rental discounts, Terwillegar Club membership, and discounts on trainer programs.
Monthly Pass Program
- Costs: $20/month for individuals, $70/month for families.
- Includes discounted monthly admission, drop-in child minding, drop-in Shinny and Member Skate, and drop-in fitness classes.
- Not included: registered program discounts.
Eligibility
You must be an Edmonton resident and meet at least one of the following:
- For 1-year Annual: receive Income Support or Foundational Learning Assistance, be a new permanent resident (within 1 year), be a refugee with a claim within 1 year, receive CPP Disability, be a child under government care, or have 2025 household income below thresholds (e.g., 1 person: <$35,097; 4 people: <$65,217).
- For 2-year Annual: 2025 household income below lower thresholds (e.g., 1 person: <$31,906; 4 people: <$59,288).
- For 5-year Annual: be an AISH recipient.
- For Monthly Pass: 2025 household income within a range (e.g., 1 person: $35,098-$39,883; 4 people: $65,218-$74,110).
Household is defined as up to 2 adult spouses/partners and their legal dependents aged 17 and under. Dependents over 17 must apply separately.
Income is calculated by adding Line 15000 from 2025 NOAs of you and your spouse/partner.
Not Eligible
- Living outside Edmonton
- Income above Monthly Pass range
- Full-time students at Norquest, U of A, NAIT, or MacEwan without children
- Holders of temporary visas/permits who cannot submit NOA or PR/refugee documents
How to Apply
- Fill out the application form (print or digital), attach documents, and sign.
- Submit by mail or in person at the Edmonton Service Centre or a recreation centre/attraction. No email or fax.
- Applications processed in order received; you'll be notified once approved.
Required documents: 2025 NOA, AISH health benefits statement (within 3 months), CPP T4A(P) showing disability, or Income Support health benefits statement with budget info.
Appeals: Must be received within 90 days of the decline letter date.
