Ontario Updates Driver's Licence Exchange Page: New Eligibility Rules for Pre-Agreement Applicants and Driving Experience Credit Starting July 2026

What changed

Ontario's "Exchange an out-of-province driver's licence" page has been updated. Compared with the previous version, the page adds a section titled "Eligibility if you applied before an exchange agreement," explaining when someone who applied for an Ontario licence before an exchange agreement took effect is not eligible for a Class G exchange, and when they are.

The page also retains the section on proof of driving experience from countries without exchange agreements, stating that effective July 1, 2026, up to one year of driving experience credit can be obtained by showing a valid, original foreign driver's licence and authentication document.

> Eligibility if you applied before an exchange agreement If you applied for an Ontario driver's licence before your jurisdiction entered into a driver's licence exchange agreement with Ontario, you are not eligible for a Class G licence exchange if: you failed a knowledge test or road test you still have not passed that test at the same level You are eligible for a Class G licence exchange if: you later passed any failed knowledge or road tests you meet all of the other licence exchange requirements

> Effective July 1, 2026, you can can obtain credit for up to one year of driving experience, by showing a valid, original foreign driver’s licence and authentication document.

Who is affected

People moving to Ontario from another Canadian province, territory, or country who need to exchange their licence for an Ontario one. This especially applies to applicants from jurisdictions without a licence exchange agreement with Ontario (such as China), and to those who applied before an exchange agreement took effect and have a failed test on record.

When it starts

For the eligibility rules for applicants who applied before an exchange agreement, the official page does not state an effective date. For driving experience credit from countries without exchange agreements, the page states it takes effect July 1, 2026. The page footer shows an update date of September 23, 2026.
